The apartment community was developed 11 years ago and sits just 10 miles west of Portland at 1248 SW Kiley Way in. A garden-style complex, Elmonica encompasses 12 three-story structures containing an aggregate 144 residential units. Randall, a leading West Coast real estate investment and management company, has charged subsidiary CTL Management Inc. with managing the property.
