A nine-acre patch of city-owned land in San Clemente (Orange County), Calif., is the site of a sheaf of proposals -- 41 in total from 37 different firms, including the retailer Target. The San Clemente City Hall is considering doing a phone survey of residents to suss out the most popular uses of the site, which is located across from a proposed sports park.

The City Council is seeking to sell or lease the land in order to raise funds for completion of the first phase of the sports park. That park is facing a $16 million deficit for Phase One, as well as a $25 million deficit for building Phase Two.
