The Center City district in Philadelphia is hitting its stride, with the office market experiencing low vacancy rates of about 10 percent and higher rents. However, the city is struggling with job growth. That's according to the Center City District's annual State of Center City report, which was quoted today in the Philadelphia Business Journal.

The Business Journal reports that there is $12.3 million worth of development currently under way in Center City and adjacent University City, with changing demographics that some predict may reverse population flight to the suburbs.
